You could put "cats" on any LTH and it will still be, yes...illegal.

If you change the position of the CC, you no longer are abiding by CARB laws.

With that said, Put headers on the car, get cats for them, dont put a stupid loud axle back on the car or better yet keep the stock one. You get all the gains without the attention.

If you car sounds stock CHP and the police are less likely to crawl under your car and start cracking the whip on you.
I know LTH's are still not legal, but from what I've seen around the forums is some people still pass smog tests with them on because the person conducting the tests doesn't see them? I wasn't aware that changing the position of the CC wasn't allowed either, but how do some people do it to pass these tests with their cats on and long tube headers?

They cheat? If it is only a visual, they might get away with it. You can definitely pass the emissions test with headers and a tune, you just can't pass the visual.

You can still buy them online but, it'll always come with that disclaimer on how they're not legal for use in California. A lot of folks just aren't tracking CARB laws. A couple of people have already chimed in and for the sake of another layer of information, I can back up what they said--you cannot put long tubes on your car in California legally; in any iteration. The smog testers are trained to look for aftermarket equipment.

Anything you have on your car that is aftermarket, is subject to a CARB EO check. Without that number, you will fail your visual--unless they legitimately overlook the item. Personally, if I were still in California, I'd find out of there are any shorty headers that have an EO number. I'd get those, instead. Gains will be very, very minimal but, gains will be had nonetheless, I'm sure.

Outside of that, I'd go boost, honestly. You're not going to have much luck modifying your car in California if you're looking to play by the rules.

Some vendors won't even ship to California if it is not CARB legal. CARB has actually reached out and fined them.

Great info here! We would recommend a quality catback and a set of shorty headers with an EO number for a little more power. There is no real reason to remove the cats, or even go to high-flow units. They will cause you more trouble than the negligible power gains are worth, and with modern cat technology it's possible to push 800+ whp through factory catalytic converters. If we can answer any other questions about CA-legal upgrades, please let us know!

Agreed on the boost. At least some of the supercharger systems are CA legal.
