The dealer parts guy was referring to the rubber wind deflector on the bottom of the bumper - so not help there

Somebody call Guinness becuase I just got the splitter off! What a major pain! So, here's the deal. There's a slight notch on the top of each of those eight tabs. The notch is on the top side of each tab so I slid a slim putty knife in between the top of the tab and the gap the tab was inserted into (to eliminate the notch's lock). I did this for four of the tabs to provide for enough length of the splitter to begin to disengage. At first (for only 2+ hours) the technique didn't work. Then I slipped putty knives into all eight tabs. Still didn't work - Wouldn't even budge. Then I tried the same procedure but slipped the putty knives on the bottom side of each tab. Still didn't work. Started over and repeated the procedure of slipping the putty knives on the top side of each tab. Got some movement. Kept working it and went around to the back side (inside) of the bumper several times to make certain the putty knives were slipped in as far - and wide - as possible because the notch will lock if it's not fully covered. It's a brutal and time consuming process - But it does work! Stay cool and work it and you'll get that bad boy off. Time for me to down a beer before proceding refinishing the splitter!

Apologize for the very late post. I actually thought I posted on April 17th but now don't know where that post went. Anyway, I was able to get the splitter off by slipping putty knives between the TOP of those eight center retainers and each respective opening (so total of 8 putty knives). Even so, it was still difficult. The putty knife blade needs to cover the entire width of the notch that's on the top of the retainer. If not, it won't allow the retainer to come loose. Hope that helps.
