Can't build and deliver Corvette Stingrays, can't even start building Z06s, can't build nor ship Camaros. Multi-billion dollar global company and this eludes them.

You're oversimplifying..."chips" are not an interchangeable, off-the-shelf part, they are specially designed for a specific purpose. You imply that it's just a matter of buying them somewhere else, but if they're not designed to do what the missing chip is supposed to do, they could pay a million dollars apiece and still not be able to fire up a Camaro with one.

As has been said here many times before, the issue is that GM wound down/cancelled their chip orders at the start of the pandemic, and the chip makers filled their production capacity making them for other purposes/companies. When they wanted to start ordering again, there was a waiting period to get production slots and get the chips flowing again, and they still haven't caught up as demand for cars has grown.

None of these speaks to the current logistics problems of shipping them out when they are completed, however. That definitely seems like a fustercluck...
