I thought most passenger seats had an occupancy sensor for the airbag operation. If so, it was probably wired into this. If the fans and heaters are in the seats, GM should make it functional.

Did it need a passenger or not?

?? beats me. every time someone rode in it the seat got hot. i recall being by myself and some times it being hot and others not. i originally thought it came on with the heater, but that’s false.

it didn’t come on every time i drove it solo, but it did come on every time i had a passenger.

Could still have been wired to be on at all times. Some of those aftermarket seat heaters just cycle on and off between scorching hot and no heat at all. My Chevy Colorado has dealer-installed aftermarket heaters and they're so bad I never use them.
