Thanks everyone, I've decided to just move on and wait for a 1LE with less questions.
Yeah thanks bud, they went to deliver it to a guy in FL that wound up having a major health emergency, which put the miles on it since they had to bring it back!

I’d call it good for the $12k+ off lol

I qualified (if it's still available) for just the 2k select nameplate and 1k market bonus and am a cash buyer.
Well, all you really have to do is tell the owner that you want to take it in for a PPI. If they balk, you run.

Yes, very Highly likely.

If it's not a deal breaker for you, I'd use it as a negotiation point to get the price down another few thousand with a voided warranty

Sounds like it was definitely modded. I would wait for a bone stock fresh one to pop up so you'll be sure the warranty is intact, and that it was not modded. Buying a modified car can surly be a pain since you have no clue what's done to it. Good luck!

The dealership asked for a chance to take it to the local Chevrolet dealer of my choice and have the Chevrolet dealer certify that there are no warranty voiding performance modifications. I've asked for a printout on the dealership service paperwork stating as such. I'll let you know what the results are.
