Surprised no one has mentioned Kerosene. I've used it many times for tar/sap/bugs/road paint and every time it removes the contaminants. I learned about it from attending car shows and talking to guys that use it to detail their cars. It will leave a very shiny appearance, so I use a mixture of vinegar and water to go back over the areas. Never had any issues, except for the smell, so use vinyl gloves when applying. This will remove the sap, quick and easy without much effort.

At work my guys use some alcohol. Isopropyl I believe. Put some on a cloth and wet down the sap. Give it a little bit to soften/dissolve it (maybe 10-15sec) then wipe super gently. If all doesn't come off repeat. Wash the area right after and then apply wax/sealant of your choice. This would all be after doing an initial wash of the vehicle of course.
