GM Tech 2 Questions

Looking for an answer for anyone that has one or a clone. Not camaro related, but I'm just curious if you're able to program the BCM with one of these units? I know you have to subscribe to the tech line website and what not to get it to work. My specific thing, is my 07 Sierra has all the wiring, antennas, RPO code, etc. for remote start to work. The only thing is it wasn't "bought" or "built" with the truck, so it doesn't work. I can purchase, online or from the dealer, the code necessary to get it to work and it even comes with new key fobs. The code needs to be programmed into the BCM. The dealer obviously has the stuff to do it, but they aren't 100% that it will work. They said they can look at it and find out, but either way, if it works or doesn't, I will still be charged for the attempt of programming, and also for the code. I've read that the Tech2 can reprogram a BCM to the VIN. But I can't find anything saying I can program a code into the certain module to make it work. I've read a lot online that the dealer can do this, but I'm afraid of taking it in and getting someone not too familiar with it and then they tell me they can't do it and I have to pay. I'd rather get a Tech2 or find one to borrow to do it myself. Any help would be appreciated! Thank you!
