Tiny Holes below the NPP Muffler

Does anybody know why there are tiny holes below the muffler on either Exhaust pipe?....doesn't this effect the exhaust sound due to leakage?

Thanks....

I'm not for certain but I think those are to allow water to drain from the system. I know my car drops water while sitting and running for a period and will leave a little stream of drainage when I pull off. I know on the Crown Vic, when I sit running for an extremely long period of time you can hear the water gurgling in the pipes and mufflers and when you pull off, the water streams out. I just think what you're seeing are drainage or weeper holes.
