I get what you're saying. I wasn't clear in my statement tho. My bad. What I meant is that at $70K these cars can be a huge financial burden if it turns out that it has a major failure and no warranty. He'll be stuck with a severely devalued car that will need several thousands of dollars worth of repairs if not tens of thousands of dollars. So that is what I was getting at. Without a warranty it is unwise to spend $70K on a modded ZLE.

GM is NOT gonna certify that thing under any circumstances. The only thing he might be able to get is a dealership warranty...kinda like what LFP does with their supercharged Mustangs or like SLP used to do with the Panther Edition SS. Some dealerships have performance centers or they are in a close relationship with specific performance shops. So what they do is they get the shop to do performance work and then the dealership offers a warranty. But it is only good for work done by them. An example, years ago I bought a GT and the dealership offered me a discount at a performance shop that they worked with and they would honor a dealership warranty. That would be the best bet in this scenario...a dealership warranty. But I highly doubt that is what will happen.
