And that is exactly where the hood heat extractor drains water, right over the throttle body intake rubber 4.5 inch tube and down onto the balancer pulley

Same on my 19.

I wouldn't lose sleep over it at all. Never even bothered to clean it up. Since you guys mentioned WD-40, I will give that a try when I get the car out.

Yep, spray a healthy dose of WD 40 there and wet up a rag with it and wipe, wipe, wipe.

As others said, it could well be caused by water dripping on it with the new hood scoop design, mine looks nothing like this even after 3 years thanks to the old "dual nostril" SS scoops.

100% normal. I think I masked that off and painted it may be the second day after I bought mine brand new? LOL.

Coming from a manufacturing environment you have to be careful how you clean equipment. Raw metal left untreated will rust, A good cleaning of the engine bay should always be followed with some type of protection not only for the plastic but also for the unpainted surfaces. WD40 does a good job and there are numerous greaseless products that work as well.
