2.0 turbo abnormal reving

Yesterday I was installing a new wire harness for my rs headlight,(mine came with the non rs and I need the harness to do the conversion). When I was done a check engine light was on, I assumed it was the where I had the fuse pligged in, had a similar problem before. Took the fuse out and am waiting for light to shut off.

No when I am parked the car sounds like it shuts off and the rpms go down to about 1/2 then it comes back up to one and kinda dances around there. When I rev it, there is a weird sound that is hard to explain. Also the a/c doesn't seem to be getting as cold and it has some rough idleing.

Any ideas on what this is?
