They are orderable...
but the constraint must be available to place.

So if I understand that correctly; the first 90 orders Chevy receives for IAL37 ZL1 Coupes before the 7th of June, from any dealer, can expect to receive a bonafide order number?

No....it is not a race to order.

Dealers are allocated constraint items...
...
Allocation is - technically -
controlled by the constraint.

Previously - it was allocated by the model.

...................
If a dealer does not place an order using the constraint -
it will move to the next available dealer that has a buildable order.

Dealers know if - they have an available constraint for this order cycle.

Thanks for most of the rest of the story...

When will the constraint move to the next available dealer that has a buildable order?

Around here, the trick has been trying to find the correct person at the dealership that knows whether they do or don't have an available constraint for this order cycle.

At the close of the cycle - Tuesday -

The movement of the constraint is within the
Chevrolet ordering system, and is not in the dealer's control.

I always have buildable orders in the system -
- just in case.....

Ask for the Sales Manager / Inventory Manager -
- they should know -

I received this reply from a local dealer that I asked:
"Please ask your Sales Manager / Inventory Manager if they have an allocated constraint available to order a 2018 (1AL37) ZL1 Coupe in this or the next ordering cycle. If so, contact me ASAP."

He just replied:
"Our inventory manager just told me that it looks like we can do a sold retail order."

Would you assume from that reply that they have an available constraint allocation? Or would I do just as well at any other dealer closer to my home?

Totally agree with that (vague - at best)! They had one that was not used. They thought it would still work, but found (as you posted) that you had to order with the A1Z 1LE Track Performance Package (which also requires the MN6 Manual Transmission). Ordering a car shouldn't be this complex and frustrating!!!

Becky, once again you are right, the ordering is not complex... The criteria & timing is more the issue. Imagine going to your favorite pizza shop, money in hand, wanting to order your DREAM PIZZA. The person behind the counter says "Oh, I'm sorry, we're not taking orders for that pizza this week..." VERY simplistic analogy, but you get what I'm saying / feeling. No need to reply - not your fault / control - you have to play by corporate rules. JUST VENTING...
