You are confusing allocation with production caps. They are extremely different things.

Allocation is how automakers are required to distribute their cars in a reasonably fair an equitable manner to their customers. And their customers are not individual buyers like you, but dealerships. You are your dealers customer. Anyway, every single car & truck that GM (or Ford or BMW or any other major automaker) produces gets allocated to dealerships. Who gets what depends on a variety of factors I can only guess at.

Production caps are either artificial or are based on parts availability. An artificial cap is when an automaker says 'We will not build any more than 500 units'. The ZL1 is not such a car. But like any other car, there is one part that limits the maximum number that can be built in a given week. Could be a bearing in the supercharger, or maybe its the front fascia. What it is doesn't matter though. The fact that GM likely can't get ahold of more than several dozen or so per week without spending a lot of money to temporarily spike the production numbers does matter. That prevents them from building more than a few hundred ZL1s per month, or a few thousand per year.

That relative scarcity imposed by production limitations ends up making the allocation process a lot more frustrating for the eventual buyers. With only 100 or so ZL1s to send out to thousands of dealers every week, almost everybody has to go without most of the time. With something else, like say the Silverado, they're building around 10,000 trucks a week across all configurations. There is plenty to go around, and if you place an order for something in particular it will be pretty easy for it to get filled almost immediately.
