Probably no more safe or unsafe than the optional Recaros for the 1LE and the ZL-1.

And if there are injuries and an investigation shows the seats were modified I would expect denial of insurance coverage and/or lawsuits, etc.

If the stops really are just pins, I don't think they would do much in a real accident.

...This is from the 2016 Camaro PDF owner's manual....It actually shows the seat reclining more than it does...

Perhaps the existing stop is so you won't be in an unsafe seat belt position that they describe....
