Fluid stain in engine bay after long period of parking

I parked the car for a year with battery tender hooked up.
Tried to start it today and noticed weird stain in the engine bay to the passenger side. what could it be? I live in a colder climate with winter temperature dips down to -22F(-30C), it was kept in a garage though.

Anything under the car? Looks like something pressurized and popped or maybe froze and popped. Maybe windshield washer lines? Does it have a feel or smell to it?

Nothing under just concrete and some dirt. It literally feels nothing, like I can rub it off and it isn't stick or smelly or anything. That's what I suspected but couldn't think of one. Didn't know it's possible for windshield washer fluid to get frozen, I used whatever was sold at Costco rated at -45C

The car drives fine except flat spot on the tires which was expected. No warning lights on dashboard.

The blotch is right under a fuel line near a connection, are you sure it isn't gasoline?

I have half tank gas after 1 year parking. Forgot how much gas before it went into storage but definitely not full tank.

How do I check if it's fuel line?

start it real quick & see if leaks again?

it def should smell if it was old fuel...
