I always use 148 lb-ft for the caliper bolts. I think it's about the same as 111 + 15-30 degrees.

Is it possible to torque the caliper bolts while on the ground / no lift?

Does anyone know if these bolts are TTY (torque to yield) and need to be replaced every time?

Yes.
New bolts have loctite on them. Old bolts will be compromised in the loctite area from unbolting them. You will either need to reapply loctite or buy new bolts. General internet consensus will say replace bolts that are removed because of science.

If you know how to apply loctite then you could save yourself a couple dollars and the internet will shame you for risking your life with bolts that were working just fine but all of a sudden have practically put a gun to your head.

Me personally, i wouldn't change them or even torque them. But i don't track my car and i honestly don't torque anything lol. I did my left head a little over a year ago and didn't even torque that. I would guess it's similar to an artist or a chef. After you've done it for most of your life then you can kinda feel when it's right.

They are NOT TTY. They are torque to angle. There is a difference. They are not one time use TTY bolts. The service manual does not call them out as one time use. The service manual says to clean the bolts and thread of the caliper and apply threadlock. Permatex 27200 high temp high strength is the cross to the GM threadlocker #.

I've resused mine many times, street and track driven and I didn't die.
