Possible methanol leak?

I noticed this bubbling on my side skirt just above the PPF line and below the fender. The car is modified and the washer tank is now used for meth holding and the pump is mounted behind the fender as well. I’m not sure if there’s a small leak or if some was spilled and caused the damage but it was just noticed. To take the passenger side front fender off is it possible without removing the front bumper?
