No power at cigarette lighter – Camaro 2016, CB2 fuse OK

Hi all,
I'm having an issue with the 12V power outlet (cigarette lighter) in my 2016 Camaro (6th gen). The CB2 fuse (20A) is good – it's not blown and it has voltage on it.
However, there's no power at the outlet itself – the ground is present, but the positive terminal is dead.

It seems like power isn’t reaching the socket even though the fuse is live.
Has anyone experienced this before? Could there be a relay, inline connector, or known wiring issue between CB2 and the outlet?

Any advice would be appreciated. Thanks!
