Not sure about your budget and preferences, but in my experience even 4K is barely good enough for plate recognition from a distance, anything cheap/low resolution and you'll need to be lucky to see plates close enough.

the auto transporter is ready to go

In the next few days, that car is moving from the Iowa cornfields to the Carolina Low Country
