clean a (roto fab) dry filter?
I tried Google and didn't find much for roto fab, but found a few of other brands. But are the dry filters cleanable? Only video I found said to just shake/tap it against something and get all the junk out of the folds. Is there a cleaner/detergent that needs to be used as well?

Sure they are, but don't blow air thru it. Just pull the filter out and use a shop vac to clean it and then put it back in. Should be good to go.
