Is it possible?
It came to my attention that it would be possible to house everyone who needs a home in America. All the homeless, all the low income, everyone could live in decent, crime free housing in the form of condominiums.
In the 60s, they had the same idea and built the projects. However, we could change the rules. Recreate these condos and make them modern and then give away free housing for everyone who wants it in exchange for a commitment. We would require the owner guard the condo where we live against property crime. We would require they check up on the elderly and disabled and go shopping for them. We would require they learn to fix and then fix simple plumbing and electrical problems.. We would require they do bi-annual painting of all interiors and exteriors. In exchange, all housing would be free. We give prisoners free housing don't we? The cost to build these condos is minimal, maybe $7,000 per unit if done en-mass. Drywall is dirt CHEAP and that is 90 percent of the material in a house or condo!!! How do I know? I am a licensed property adjuster and deal with this stuff every day. The owner would be responsible for insurance, condo fee and local property taxes. Since the condo is worth $7,000 these fees should be minimal and could be paid for by a part time job working just a few hours a week. Those who couldn't work could pay due to disability could pay with their government subsidies. This would also pay for regular security guards (bouncers) of each condo to take care of anyone who didn't belong. What happens if they do not abide by the rules? There would be a condo board and they would get kicked out. It would definitely be in their best interest to cooperate. We can do this. |

Why are you hiring a security guard if one of the rules is for the owner to guard the condo.
Sounds to me your trying to create slaves to take care of the condo so someone in the gov't can get a kickback for housing the homeless. |

what about electricity and sewage and water and things like that? what about property cost and taxes? their is a reason why it hasn't been done.

Maybe in a perfect world with the right medication? Otherwise, I can't begin to list the reasons that make it impossible. But, if "There would be a condo board and they would get kicked out."... wouldn't that like... I dunno... make them homeless again? Would there be condos for the re-homeless?

It is not possible because the problems are not caused by a lack of housing. "Decent and crime free" is a behavior issue, not a material issue. The human race has too many defects for what you say to be possible. There are two kinds of people on this planet; good people and bad people, and it's the bad people that cause the problems for everyone. Just the way it is and no amount of "programs" or government spending/control is going to change that. In fact it only makes things worse.

Oh - by the way. I own a condo and pay 125 a month for my HOA dues - and we don't even get security guards. Most of that goes to fire insurance (which is a LOT more expensive than you'd think). Its good in theory, but A) as Doc said, changing location doesn't change behavior, and B) the cost to maintain a condo has gone up exponentially since the 60s - meaning more than income has. Those are my main beefs. IBTL. - X

And we do not give prisoners "free" housing. We give prisoners housing that law abiding citizens are forced to pay for...

Not a chance this could work long term without massively increasing taxes to maintain these. Let's face it, with our building codes, $7K isn't going to put up any kind of lasting, liveable homes.
Just a side note. (And if I am out of line, I apolgize in advance) The OP lists China as location. This system may somewhat work there, but look at the requirements to make it work.

I work in Detroit. A great place to see and experience the core issue about handouts and "commitments".
Although a commendable thought, it would NEVER work. You have a class of society "normed" to free assistance and handouts. Adding more tot his for a "commitment"? Tantamount to futility. By adding another clause to free would fail miserably! Women in Detroit have babies....I have investigated women with multiple babies all with different last names. Why? Government pays for EACH. I have investigated women with multiple babies with the same father but with different last names on the birth certificates in order to defraud the government. I work in the projects..Jeffries, Brewsters, Herman Gardens...You should see how poorly these FREE housing markets are maintained by their residents. Utterly pathetic! No respect for themselves, their children. And you want to give more on a commitment? They can't take care of what they were already given! I pulled over a woman speeding 48 in a 25 mph a school zone driving a $58,000 Land Rover. stuck to the back of her license? A "Bridge Card" AKA welfare. More free stuff?NO!!!
