That's moving for sure. I know plenty of A10 ZL1's making 775+ RWHP on stock blower that could probably reach those speeds too, just goes to show you most owners don't even try to push them that hard once they're built.
Also, I skipped the word "record" when I first clicked and expected to see a ZL1 blower that had "exploded" for some reason.
