seeing as how the site isn't even responsively designed, i'm doubting a proper api (a json restfully designed api and push notifications etc) would be created for a true mobile application to be created. So what you'd have to do is make normal get and post requests via the normal webpages and then strip data from the live DOM and re-format it in a "mobile app" UI.
That's a lot of work that can break anytime the website makes a change to their naming conventions or layout just for some people to avoid having to use the desktop site on their phone. |

It sounds like your main gripe is the lack of dynamic sizing and the want for a more responsive UI? It could be done, but understand that this is a huge task. Something like a react native app would be cool, but the entire site would likely have to be rewritten. The current site/database persistence layers would need to be integrated so that nothing unexpected occurs when introducing a mobile component into the mix. (This site is likely built on some out of the box CMS)
Also, definitely not implying you meant this but as a point of interest, as someone wouldn't ask a doctor to perform surgery for free, it's not reasonable to expect someone to write software for free either. Who bankrolls and maintains this site? If there is enough interest and possibly through crowd funding, it may be possible to make that a reality.
