rpm bouncing 2018 camaro v6 1le

does anyone experiencing rpm problems especially while slowing down using brakes? car is brand new and now i have 3000 miles on it, i have this problem since 1000 miles and i went the dealer and he flash transmission fluid and that didn't help at all, does anyone knows what the hell is this? look at video below.

There is a technical bulletin through gm for this concern #pic6299a.it has you check a number of grounds . I have seen a handful come in through the shop and we have fixed them. It’s a good place to start,
