What is this black.
What are these black streaks on my exhaust.

That is sooty condensation weeping out of the little drain holes in the muffler case. Its normal - every LT1 equipped Camaro has this. These engines run rich at start up and during the cold idle which leads to black soot. Run your fingers around the inside of the exhaust tips and what you get there is what you see on your muffler.
I cured the ugliness of that by spray painting the muffler case and the inside of the exhaust tips flat black with hi-temp paint.
