Onstar can Track it with the car off. I can track mine on my iPhone without the car being started. I would think they should be able to do more than I can with an iPhone. Probably disconnecting the battery would kill it but you have to get into the trunk first.

The car will not be started. I can guaranty you it is already completely stripped and the frame is in 8 pieces.

The truck and the trailer are pretty identifiable. Unless they're from way out of the area, I think it likely they will be apprehended.
