I have one in Alaska, I see plenty on the road. If this was a "thing", none of these cars would have ever moved. I had this happen once with my BMW x-drive at a ski resort.

Pads rusted to the rotors. You should be able to see an outline or shaded area of where the pad was stuck. Usually on both sides of the rotors but sometimes only one. Had a Porsche 911 do this on the lot at the dealer I work for last year. They were adhered so much that once they broke free, there were still very large chunks/patches of pad still stuck to the rotor. More common issue than you might think, especially on cars that sit out in whatever type of precipitation.
