Given the "#" and "@" symbols on the plate and 3,500 RPM being a reasonable RPM for peak torque, I prefer this theory:

2576 ft lbs of torque (#) to the wheels @ 3,500 RPM
when you adjust for the gear ratio (assuming 3.7 here):
2576 / 3.7 (gear ratio) = 696 ft lbs to the wheels
