This is not an uncommon problem. Sometimes it can be fixed by pushing back or maybe pushing forward on the seat back while operating the recline button. If that doesn't get it to start working again, your dealer will need to fix it. Mine had to have the seat back on the passenger side replaced right after I bought the car I February.
