There is a big difference between the 07 GT500 and the 13. The 12 ZL1 was Chevy's answer to the earlier. Ford one upped Chevy with the 13. I just chose 12 as a starting point for the back and forth

Not saying the LT4 in the ZL1 will make more power than the Z06. I'd just be surprise to see it rated less since 650 HP isn't breaking records in this class.

I expect the gen6 ZL1 to be on par with the Hellcat at the strip and a terror on the track. As you're aware, Chevy tends to marginally match whatever the straight line acceleration benchmark is and excel in chassis balance.
I think the gen6 SS is such a leap over the Mustang because they actually believed Dave Pericak when he claimed the S550 would weigh 200 lbs less than the S197
