I know it is riveted in not bolted. I can put weight in it and it holds to the bumper without separating. I would guess it's "better than nothing" but probably not the best.
On top it visually looks good but it's open on the bottom. Kinda like if you cup your hand and have it upside down.

That's what I love about the OEM splitter, it doesn't have this lame hollow bottom and feels much better as it doesn't disturb airflow with any random curvature, its bottom side is basically flat.
Unfortunately I wasn't able to source ZL1 side skirts (as they're integrated with the rockers) for my car, so the aftermarket side skirts I did end up purchasing, while great quality and holding very steady at speed, also have no bottom, like you described.
