When he first said this, the way we interpreted it was that GM was limiting its electrified options to only include EV and Fuel Cell (both are fully electric). This interpretation made sense, because GM was at the time cancelling all hybrid programs
except C8. But it was still assumed that GM would continue to produce ICE vehicles. So their portfolio would be either EV/FCEV or ICE.
Then in 2019 he went a little further and said that GM was going all-electric and he clarified it to mean ICE was going to be phased out. Then in March 2020 they introduced Ultium and the direction was crystal clear. But, in hindsight, his 2017 statement could and probably be taken to mean where they ended up.
