If that's the case, and they're contributing to the problem, you should reinstall the OEM covers. Even if you solve this with a restrictor or different CC, adding a part that creates problems in a vital area of your motor seems like a bad idea.

Because you have to modify the stock valve covers for the 2650 to fit. It's no big deal really but some have decided to replace them instead.
