What's the reason for the Speed Engineering valve covers? I haven't heard of any performance benefit from aftermarket valve covers, are they required in some way for the 2650 upgrade? Or is it cosmetic (they're billet and have a nice logo machined into the top)?
If that's the case, and they're contributing to the problem, you should reinstall the OEM covers. Even if you solve this with a restrictor or different CC, adding a part that creates problems in a vital area of your motor seems like a bad idea.
