if you want to retain data but benefit from the higher current ratings of usb3 charging, you would need a powered usb3 hub. This can connect to your car's usb2 port and the car's battery, look for 12v amazon usb3 hubs and just cut the adapter wire and splice it into the car's accessory wiring
Then you can plug the usb cable that goes to your stock bulkhead port to the usb3 hub.
keep in mind, usb3's spec is 900ma, so unless you find something that is going way beyond spec, that's just shy of 2x the USB2 spec of around 500ma. Dedicated charging and current above that will vary from one manufacturer to the next but you wont get "Fast/super charge" rates like you get from dedicated chargers thru a data connection.
