someone has to pay for all the emergency and recovery vehicles that had to deal with his stupidity. The ticket wont hardly cover that, but it is definitely warranted.
in my dictatorship, he'd have to take a driving test again and lose his license until he passes it. And in my dictatorship, driving tests wouldn't be BS, if you have a pulse you'll probably pass, tests.
I have no sympathy for accidents resulting from driver error.
