you need to talk to the ND Department of Motor vehicles as to what is required to register your car here. not GM or anyone else. Im pretty sure border patrol will not care one bit with you crossing the border with it if you are driving it. There is no requirement that you register it here if you have a address in Canada. If you move here you would have to register it after 90 day i believe. You may want to talk to Border Patrol too on the matter. Im sure they will tell you you dont need to do a thing for them.
