Don't know if this is quite what you're looking for as it move the seat belt from the bottom rather from the top, for me though, it does the trick - plastic piece that clips onto your SB, it's called the Seat Belt Adjuster.
From my journal thread... "Inexpensive & simple but makes a huge comfort difference (no more seat belt strap cutting into your neck!) is this "Seat Belt Adjuster". Had it on my last car & had to have it again. (https://www.pepboys.com/product/details/8327837/00414)"
