From what I have found, you can close the valves even at idle. I have not had the chance to play with one in person yet, but check out this Youtube video.

It is loud during cold startup with NPP. Shakes the walls of my garage! Hot idle is low burble. Love it. If your neighbors complain when a "normal" Tahoe is started, they should have bought in a different neighborhood. It won't be that match quieter with the flaps closed is my prediction during warmup.
