Mine had that white powder on it also. I was thinking it might be there to reduce noise the rubber might make during gear shifts.

Bringing this back from the dead..... my 2022 1SS 1LE was absolutely covered in it. This is a 2800mile car that's been in a garage 99.9% of its life, so I'm guessing they cake this stuff on from the factory.
