I think it depends on the details. A dark-colored car, sitting in the hot summer sun, with the interior temps getting very high will take a while to cool down to where the fan speed will start dropping down.

There is not enough data to know if this is normal behavior.
2SS so auto climate. Is that on or off?
Ambient temp?
Interior temp?
Is windshield (with sun sensor) facing the sunny side when he starts?

I always have my 2SS on auto. On a sunny day in summer with interior temps in the 90's it never kicks on full blast. It takes a little bit to figure out what it's doing, which usually means ramping up the fan speed and going to recirc. This system is actually pretty slow at getting to where it needs to be compared to my previous car (Saab 93).
As an aside, I really think the ventilated/heated seats and steering wheel heater should be programmable to come on automatically.

I can't speak for the heated wheel, but the seats will auto kick on as heat or vent depending on temps... It's a setting in the Infotainment.

Only 11AM and you just made my day! I'll be digging for that. How did I miss it?

EDIT: Ember, from what I see in the manual the heated/cooled seats only come on automatically when using remote start. I see you also have a 6MT, so no remote start like me.
I'm not near my car but would love to know where to find this setting.
