Noob question for wheel size

I recently was gifted new wheels by my brother, he bought from some guy local. I tried looking up how to measure the wheel to get the size of it but it kept giving me 21” measures and I believe they’re offset.

Wheels

The second image shows 9.5 measurement, two of the wheels are 9.5 and the other two are 10.5. The 21.5 inch diameter is across all 4. I’m pretty sure I’m measuring wrong but would appreciate someone to correct me

These look like standard SS wheels to me, 20" diameter, fronts are 8.5" wide and rears 9.5" wide. You are measuring at the outer edges, which is incorrect, see https://www.discounttiredirect.com/learn/wheel-size

For the diameter, you have to take the inside diameter of the tire. The wheel will go a little over the edge of the tire so that's why you get 21.5 in. You need to measure the diameter right at the bottom of the lip of the wheel where the flat part starts.

That guy above has a good link!!

Thanks to all who replied. They are the SS wheels (20x8.5 and 20x9.5) from my measurements now.
