3M tape and 4 rivets. It uses some of the screws already on the bottom of the front air deflectors.
Painting it yourself flat black should not be an issue. If you want a paint match...probably 2-300 at a body shop

Yeah, with all those curvy contours, I wouldn't want to mess with paint matching myself. That said, GM also offers this painted in several, although not all, colors. @dperrone, here are the painted black variants:

The search on that site is indeed abysmal, it basically brings up semi-random parts no matter what I type... let me know if you want a different color (hint: you need to search the accessories catalog, not the main parts catalog

I would imagine that he means $500 for the taillights and $500 for the front splitter.

I believe most dealerships have a link to an accessory page where you can choose the year and model and it will list alot of parts for that car. I have a good relationship with my parts department so I never pay MSRP on the parts. Here's the link to my dealer.
