If it was just the brake caliper or the wheel I would say there is an issue with the part from the factory. But since it is both it seems like something got on there and caused the damage. I could also be wrong but even the tire side wall looks like it has issues. Odd.

Dealer is replacing all 4 rims!

It's sadly a common GM issue, look here:

You choose what bulb you run. But to be legal, you need amber up front and red in the rear, and you can do that with LED's and not see the bulb through the clear lens.
