Yes, the order can assume intermediate delivery status during fulfilment before it is set to "shipped", in other words, status code progression isn't necessarily always increasing (check out the timeline for my order in my sig).

4300 - designates - some movement -

In this case -
It was moved by truck -
To New Boston Distribution Center = 4300 Status
Then -
Loaded on the Train = 4200 Status
