Here's a question of mine.... Will a 2018 car without secondary cats pass inspection in PA? Would it make difference if it's emissions exempt?

From what I have read up on it will. Since they are not monitored it won't cause a flag on the testing. I'm emissions exempt so if I find a shop before Thursday when I get inspection again I'll let you know..

As long as the primary cats are in place and unaltered, you should be fine. Secondary cats are for California emissions, not Federal, PA doesn't check for secondary.
