I think what's additionally interesting is the type of abrasion sleeve on my car vs what appears on yours: the abrasion sleeve on the aluminum tube of my car appears to be some kind of heat-shrink sleeve; where on your car it looks to be a split rubber bushing, held on by a zip tie.

Not unless the sub-assembly supplier's process of assembly involves increased complexity/cost to do so.
I think they realized that having that thinner shrink tube type sleeve was not enough to prevent damage from the clamp ears possibly making contact over the long run and the thicker split tube with the zip tie was a quick fix

Looks I have enough clearance - 2018. Weird - wonder if there is some variation in the orientation of the clamp on the hose?

Looks just like mine did. I would suggest sliding the abrasion sleeve to the right at the tube kink that would place it just under the hose clamp. Even though you have clearance, there may be some movement and this prevention would help. Thanks for the additional picture.
