The current inspection process in NJ is emissions only. It is basically an OBD hookup and verification that you have a valid driver's license and your vehicle is registered and insured. You will fail for a CEL.
I believe they also check for presence of a gas cap or equivalent (like on the Camaro).
No safety inspection. No tail pipe sniffer.
I don't know of any state that does the tail pipe sniffer any more. They just look for codes, which will identify a poorly running engine.
