Loose screws?

So I was just poking around under the hood of my car yesterday when I noticed 2 screws that appear to be loose. They are the two screws closest to the hood stops on the nose of the car...pic below. I tried to snug them up but they felt tight so I didn't force them. Has anyone else noticed these appearing to be loose and is there a reason for this. It's no big deal but I notice things like that and it bugs me.

Those screws are used to adjust the height of the front fasica

They are secured with locktite it is ok like that.
