If he swapped the amps, he knew what he was doing, he put the car on the computer and found that it was only the amp that didn't work, everything the rest worked normally.

The problem isn't with their expertise but the principle of using someone else's property for tests without their consent or even knowledge.

I'm sure the dealerships in the USA do the same, if they don't have the part in stock they take it from another vehicle that's there and don't tell their customers.

And what do they tell the customer that came if for an oil change and winds up with a blown amp? We borrowed parts for your car to diagnose another car and blew up your amp. Sorry.

The point is that they could have damaged the other customers amp by plugging it into the other car.

I am 100% certain that a GM dealership in the U.S. would not do this, especially with electronics. If they suspect an electronic component is failed, they will order it if not in stock and make you wait, or send the unit somewhere for testing if it can be tested.

The first part I agree with. Part swapping is the name of the game. it's a win/win because they bill you for the new part even if they later find out they needed a different part.
"sent out to be tested..." personally I have never seen this happen.
I have asked to have electronics modules returned to me (the supposedly "bad" ones), but they have always failed to do so. it's either "it was replaced under warranty so you can't have it back" or "sorry we forgot." In the latter instance I'm sure they don't want me checking their work. Believe me i know I can't troubleshoot these things that far, but I just find it funny they always weasel out of returning the bad modules.

It is to my understanding that bad parts under warranty, are kept . Most likely not returned to Chevrolet unless a common defect and they get a few to trouble shoot.
